CLEMIS Authority's invoicing process has changed.
For years, Oakland County invoiced member agencies quarterly, at the end of each quarter, for services already provided. Starting in fall 2026, the CLEMIS Authority moves to annual billing: one invoice per year, sent at the start of the annual period, for the year of service ahead. Invoices will now arrive from, and be paid through bill.com, a leading cloud-based accounts receivable platform.

Frequently Asked Questions
How is the invoicing process changing?
For years, Oakland County has invoiced member agencies quarterly, at the end of each quarter, for services already provided. Starting in fall 2026, the CLEMIS Authority will move to annual billing: one invoice per year, sent at the start of the annual period, for the year of service ahead.
How will my agency pay CLEMIS Authority invoices?
Starting with the FYE 2027 billing cycle, the Authority will process invoices and payments through bill.com—an easy to use, cloud-based accounts receivable platform. Payment can be made at the click of a button; no account creation needed.
Will I need a bill.com account?
No. One of the great things about bill.com is its simple process.
-
You'll receive an invoice by email.
-
Click the "View & Pay Invoice" button.
-
You'll be taken directly to your invoice's payment screen. Enter your checking account information and click to submit, and you're all set.
If you want to make an account, it's easy to do so. Having an account may be helpful if your organization uses bill.com for other accounts, or if you want your banking information to be remembered for next year. Otherwise, it's not necessary.
What forms of payment does bill.com accept?
The CLEMIS Authority bill.com platform is set up to accept checking account ACH payments only. This allows payments to be processed without the addition of credit card fees.
What's the difference between the processing date and the delivery date?
There is generally a 2-3-day delay between when bill.com receives and processes your payment, and when it's delivered to the CLEMIS Authority's account. Is you see that funds have left your account but your CLEMIS Authority invoice isn't yet showing as paid, this is likely why.
bill.com is asking for "Name on Account"—which name should I use?
This would be the name used on your organization's checking account. It may be the name of the account itself, the organization's name, or the name of a person associated with the account. We recommend asking your finance department or representative.
